Closing a Hong Kong contract means bringing the whole run of payment claims, variations, and retention into one agreed figure. Do it while the records are still warm.

The final account is the last valuation, the one that reconciles everything paid on account against what the works were actually worth. On a Hong Kong contract it draws together the run of payment claims made under the Construction Industry Security of Payment Ordinance, the variations valued along the way, and the retention held back, into a single agreed figure.

What comes into the account

Nothing in the final account should be a surprise if the interim discipline held. The account is the sum of work you have already valued and claimed, corrected for the final measure.

  • Measured work, finalised. The remeasure of provisional and approximate quantities against what was built.
  • Variations, all of them. Every instructed change valued and agreed, not a late scramble for change nobody priced.
  • Retention released. The held balance brought back in line with the completion certificate and the end of the defects period.
A final account is easy when it is a reconciliation and hard when it is a reconstruction. The difference is whether you claimed as you went.

The forms set the frame

Both the HKIA standard form and the government General Conditions of Contract set out how the final account is prepared and agreed, with time limits for submission and for the certifier to respond. Work to those, because a final account submitted late or left open is one that drifts into dispute long after the site has closed.

No tax to reconcile

Hong Kong has no VAT or GST, so the final account carries no tax reconciliation. The agreed figure is the value of the works, gross equals net, with no tax adjustments to true up across the life of the job. That removes one of the more tedious closing exercises surveyors face in VAT regimes and leaves the account as a pure question of value.

The discipline

Keep the final account live from the first payment claim, fold in each variation as it is agreed, and track retention to its release points. When the works finish, the account is already most of the way written, and closing it is a matter of the final measure and a signature, not months of chasing records that should have been kept at the time.
